Finally I'm happy with my UI modification hehe. I added in a bunch of other people's mods including but not limited to the following:
Spell names by spell icons in buff window (by "Geddine of Morell-Thule"). Modified to work with the latest patches.
Bag mod from EQ Interface by "Milambus". This has primary, secondary, range and ammo slots above each bag. Slightly modified to have larger "Done" button.
Compact spell book mod by "Larch of Prexus".
Applied a blue shade to most of the border graphics and made the text background a light blue (the dark black marble made black text unreadable, etc).
Included blue-shaded versions of the animated cleric, warrior and enchanter pictures hehe... (my main characters)
Took out a lot of the window labels and changed some of the borders.
This works best at 1024x768 (The original EQ default doesn't fit very well in 1024x768 so I started modifying it and this is what I got) but works ok at higher resolutions I guess (maybe too much free room? hehe).
T.King from Brell's spell icons, spell book, spell cast bar (I love these icons! Verant's sucks hehe).
Modified Target window, made it as compact as possible and put a percentage in the center.
Modified the compass graphic to look like my car dashboard's compass sorta... Readable at least right? (i'll change this later to make it prettier hehe)
Picked at most windows to make them a tiny bit smaller here and there and placed most of the windows at good default locations for 1024x768 (so I didn't need to reapply these for all my characters).
To install a UI mod just extract the files into a folder in your EverQuest\uifiles directory (example: EverQuest\uifiles\NewUI) then type /load (whatever you named that folder, example: /load NewUI) in game. To keep your default window positions and chat window positions, etc type /load (folder name) 1. Remember to use the "1" after the folder name to keep your current window settings and just use the new UI modifications.
Feel free to pick and choose what you want out of here to add to your sets or whatever but give credit to the modders listed above if you're going to use one of theirs. Bla bla, back to EQ
Modified EQUI_Container.xml. Changed the clicky slots for containers to (top row) neck, chest, right ear, (middle row) right wrist, pants, boots, (bottom row) primary, secondary, range, ammo. You can change these slots to whatever you want, you can check EQUI_Inventory.xml for their corresponding numbers.
Modified EQUI_Animations.xml. Added windiff of Combat Abilities button animation.
Modified EQUI_TargetWindow.xml. Added "consider" coloring as a solid line at the top of the target box.
Modified EQUI_SelectorWnd.xml. Added Combat Abilities button. Added inventory slot 7 and 8 buttons to the right of the window and moved each button closer together.
Added custom TargetBox.tga. Looks a bit better as a solid line then the default.
Note: I tried modifying EQUI_PlayerWindow.xml to use the new attack indication ring but I really didn't like the results. I am keeping the old style "1-pixel blinking white/red" border auto-attack indication style. This style causes an error to appear in uierrors.txt but it doesn't seem to be effecting anything in a bad way.

Modified EQUI_CombatAbilityWnd.xml. Changed it's format to a transparent background, made the "S" button under the effect icon and made the buttons wider and positioned horizontally.
Added the default TargetIndicator.tga and TargetIndicator.ini because this is now a requirement for the target indicator to show up in modified UIs.
Modified EQUI_ActionsWindow.xml to included changes for the TargetIndicator animations.
Modified EQUI_PetInfoWindow.xml to remove the resist/ATK/AC information.
Modified EQUI_ShortDurationBuffWindow.xml and added resist/ATK/AC and encumberance information.
Added Yun_Song.tga for use by EQUI_ShortDurationBuffWindow.xml.

Modified EQUI_PlayerWindow.xml to conform with today's patch bugs :p (The patch seemed to move around some text positioned using negative numbers).
=== Tuesday, 2/4/2003 ===
Added a modification of EQUI_TrackingWnd.xml. I wonder how to change the background texture on a single window, it's kind of dark so every time I log on I have to go right click on the window, background, texture, then select a tint color. I'll figure it out later :p
Modified Window_pieces04.tga for today's patch graphics.
Modified EQUI_Animations.xml for today's patch changes. Only change to do with the Charm inventory slot.

Changed EQUI_Animations.xml to work with today's "Alarm Window" (this has been modified since today morning to work with the patch on server-up, thanks "pennitrat" from efnet #everquest hehe)
Removed EQUI_OptionsWindow.xml and EQUI_PetInfoWindow.xml for today's patch. This gets updated too often so might as well keep the default there :p
