This target indicator is currently animated and is that same as the orginal that I first posted. However, this ring has moving animated parts as defined by the following.
The ring is defined by its five rings from the inner most ring to the outer most ring. (example: inner most ring is layer 1 and outer most ring is layer 5)
Ring Layer 1: Rotates Counter Clockwise
Ring Layer 2: Rotates Counter Clockwise
Ring Layer 3: Fades in and out opposite the background
Ring Layer 4: Rotates Clockwise
Ring Layer 5: Static
Background : Fades in and out opposite ring layer 3
