This is an alternate set to the rise of the forsaken target rings. Clouds are blue and white mix with tinted bars and text effect.

This isn't an offer to make rings for people, just an offer to use the cloud layer, they are saved in a photoshop file with 12 layers, each layer being 1 frame of the animation. The text and bars are not included in the cloud layer photoshop file.
