It is level based somehow linked to a "do not use" spell of some sort that is in the spell list. As a level 70, you dont see it other than the Bard Buffs saying it. If you are level 4 or something you have them all over except the 1st 5 in the buff list. It is so weird. Somehow it is affecting the EQLabels for names. Now, wether or not SOE knows it or not or will fix it anytime soon is debatable.

Black and White, there is nothing you can do about it till they fix it. Your interface is not broke.
