I believe commenting the code out creates an XML may not be compatible error. To remove that error, I just had the remaining slots draw off screen and did not include any labels with them. You can find my buff package under my skins or look in Featured artists.
All of my buff windows are effectively the same bit of code (well, two sets.. one left, one right). The only modifications I added were changing the size of the finished window to limit the number of icons shown. I even included what the XY coordinates are for each size.
